Vice President Melissa Holguin

Congratulations, Melissa!

We are very happy to announce the promotion of Melissa Holguin to Vice President of Arellano Associates!  This is a first-of-its-kind leadership position at Arellano, which is perfectly suited for her.  Also, celebrating her 20-year anniversary with our company, Melissa has built her career on the belief that outreach only works when it’s authentic.  She uses the platinum rule in her work where she treats people as THEY want to be treated.  Melissa has many accomplishments with our firm, including the formation of our Justice Equity Diversity and Inclusion (JEDI) Group, and she currently serves on the WTS-LA Board of Directors, including Chair of its Small Business/EDI Committee.

A Career of Impact

  • Metro NextGen Bus Plan — led one of the most extensive outreach efforts ever run by LA Metro: 400+ meetings across 88 cities and nearly 7,000 survey responses.

  • CHSRA Burbank to Los Angeles, and Los Angeles to Anaheim 2015 – 2022 – served as our senior leader directing this multi-year, multi-million dollar program. 

  • Metro Long Beach-East LA Corridor Mobility Investment Plan — directed the outreach program that won the 2024 Mobility 21 Leadership in Equity Award.

  • Metro Games Support Services — provides program oversight for the travel-survey effort across 60+ World Cup matches at SoFi Stadium, in preparation for LA28.

  • Long Beach Transit & LADOT Comprehensive Operational Analyses — currently serves as Project Director on both.

  • Port of Long Beach Pier Wind Terminal — Project Manager for what will be the largest facility of its kind at any U.S. seaport.

Melissa’s fingerprints are on nearly every major transit and infrastructure outreach program and she has helped build our culture of equity-centered engagement the firm is known for today.

Project Spotlight

Arellano Associates is the prime consultant on the City of Pasadena's five-year, citywide Multimodal Communication & Public Engagement Support program, and this quarter's feature goes to the first of its six projects to reach full public outreach: the Pasadena Greenways Project.  The project spans four corridors — El Molino, Wilson, Sierra Bonita, and Craig Avenues — with improvements designed to create safer, more comfortable connections for all roadway users in the city. Outreach this summer centered on the upcoming Demonstration Project on Craig Avenue, where the City is considering utilizing quick-build materials to test temporary improvements and inform the improvements on the remaining three corridors.  For Arellano, it was an opportunity to lead a full engagement season from the ground up — and demonstrate the team’s ability to adapt as outreach needs evolved.  

Key Highlights!

By the numbers

  • 5 public engagement events delivered in 7 weeks 

  • 337 total attendees, including 301 members of the public 

  • 287+ comments and questions collected through comment cards, map comments, and question cards 

  • 31,672 postcard notices mailed across two outreach rounds to a 15,836-address project mailing area 

  • 94 public counter distribution placements across two rounds at libraries, schools, community centers, places of worship, food pantries, senior centers, public agencies, and other community-serving locations 

  • 308+ businesses reached through direct postcard distribution 

  • 6 project e-blasts distributed to project databases of more than 500 contacts 

  • 18 organic social media posts across Facebook, X, and Instagram 

  • 181 stakeholder toolkit distributions to key community organizations and partners 

  • 10 evergreen street signs installed at high-traffic locations near the project corridors 

  • 7 earned media placements, plus 2 features in the City Manager’s Weekly Newsletter
